Then, step S1024 is performed, and the technical density index of each land unit is determined based on the intellectual property, the research and development cost, the number of research and development personnel, the number of social security personnel, and the like in the enterprise, in such an embodiment, the intellectual property, the research and development cost, the number of research and development personnel, the number of social security personnel, and the like in the enterprise determine the potential capability of the enterprise, and the intellectual property, the research and development cost, the number of research and development personnel, and the number of social security personnel can be converted into a value within the value range of 100 according to the calculation method in step S1021 for expression, such a value represents the technical density index of each land unit, and the technical density index of each land unit is used for subsequent calculation as one of the evaluation criteria of the economic evaluation of each land unit.

Then, proceeding to step S1025, determining the industry relevance index of land of each land unit based on the industry type, the equity index and the importance degree of the enterprise in the industry chain node, the enterprise property and the enterprise qualification label, the industry type is a management item of an industry, contents, for example, manufacturing industry, chemical industry, electric business, and the like, the equity index and importance of the enterprise in the nodes of the industrial chain represent the status of the enterprise in the economic chain, such as the lowest level supplier, the middle processor or the upper level seller, the enterprise property and the enterprise qualification standard can also be used as a reference standard for determining the industry relevance index of each land unit of each land block, and further, the industry relevance index of each land unit is also used as one of evaluation criteria of economic evaluation of each land unit for subsequent calculation.

Those skilled in the art will understand that the execution sequence of the steps S1021 to S1025 is not sequential, and may be executed simultaneously, or any step may be executed first, and any step may be executed later, which do not affect the implementation of the specific solution of the present invention.

firstly, step S1031 is entered, whether the risk index of each plot unit land is lower than a first threshold is determined, if yes, step S1032 is executed, and if not, the risk index is determined to be a third grade.

Then, step S1032 is entered, whether the investment intensity index of each plot unit land is greater than a second threshold value is judged, if yes, step S1033 is executed; if not, determining that the plot is a second grade, wherein the value of the second threshold can be 80, the value of the second threshold can be macroscopically regulated and controlled through a policy, and if the investment intensity index of the enterprise is higher, the enterprise strength of the enterprise is considered to be stronger, and subsequent judgment of economic evaluation can be performed.

Then, step S1033 is carried out, whether the economic density index of the unit land of each land block is larger than a third threshold value or not is judged, and step S1034 is carried out if the economic density index of the unit land of each land block is larger than the third threshold value; if not, determining that the parcel is a second file, wherein the value of the third threshold value can be 85, the value of the third threshold value can also be macroscopically regulated and controlled through a policy, and if the economic density index of the enterprise is higher, the higher the economic income of the enterprise is, the subsequent economic evaluation judgment can be carried out.

Subsequently, step S1034 is performed, whether the technical density index of each unit land of the land block is greater than a fourth threshold is judged, and if yes, step S1035 is performed; if not, determining that the plot is a second grade, wherein the value of the fourth threshold can be 75, the value of the fourth threshold can also be macroscopically regulated and controlled through a policy, and if the technical density index of the enterprise is higher, the potential capability of the enterprise is considered to be stronger, and subsequent judgment of economic evaluation can be performed.

Finally, step S1035 is carried out, whether the industry relevance index of the unit land of each land block is larger than a fifth threshold value or not is judged, and if yes, the land block is determined to be the first gear; if not, determining that the parcel is the second file, and as a last link for judging whether the enterprise in the parcel can be brought into the first file, referring to the industry type of the enterprise, the equity index and the importance degree of the enterprise in an industry chain node, the property of the enterprise, and an enterprise qualification label, wherein the value of the fifth threshold value may be 60, and the value of the fifth threshold value may also be macroscopically regulated and controlled through a policy.

Fig. 5 shows another specific flowchart of a fourth embodiment of the present invention, which is used for determining the grade of each land parcel based on the economic evaluation of land units in each land parcel and determining the policy application of enterprises corresponding to each land parcel based on different grades, in such an embodiment, the present invention provides another technical solution for determining the grade of land parcels, specifically, the step S103 includes:

first, the flow proceeds to step S1036: determining an economic evaluation index of each land unit based on the investment intensity index, the economic density index, the risk index, the technical density index and the industry relevance index, wherein in such an embodiment, the weight of the risk index is higher than that of other indexes due to the particularity of the risk index, so in one embodiment, the risk index can be calculated as a weighted average of one of the rings, or the economic density index, the technical density index and the industry relevance index are added and then multiplied by the percentage of the risk index to serve as the economic evaluation index.

Then, step S1037 is performed, and when the economic evaluation index is greater than a sixth threshold, the parcel is determined to be the first gear, where the sixth threshold may be 80, that is, if the economic evaluation index is greater than 80, the parcel is determined to be the first gear.

Next, in step S1038, when the economic evaluation index is smaller than the sixth threshold and larger than the seventh threshold, it is determined that the parcel is the second gear, and the seventh threshold is 40, and when the economic evaluation index is smaller than 80 and larger than 40, it is determined that the parcel is the second gear.

Fig. 6 is a schematic diagram showing a module connection of a control device for determining enterprise grading and policy through economic evaluation of land blocks according to another embodiment of the present invention, and specifically, the present invention discloses not only a control method for determining enterprise grading and policy through economic evaluation of land blocks, but also a control device for determining grading and policy application of enterprises through economic evaluation of land units of different land blocks by using the control method, so as to implement accurate policy enforcement and improve centralized utilization of land, including: the first determination device 1: determining basic information of one or more enterprises on each land, wherein the basic information at least includes tax, industrial output value, water and electricity consumption, fixed asset investment, research and development cost, intellectual property, research and development cost, the number of research and development personnel, social security personnel, safe production, environmental protection, lawsuits, industry types, equity indexes of enterprises in industrial chain nodes, importance, enterprise properties, and enterprise qualification tags, and the working principle of the first determining device 1 may refer to the step S101, which is not described herein again.

Further, the control device further includes second determination means 2: the economic evaluation of the land of each land unit is determined based on the basic information of one or more enterprises on each land, and the operation principle of the second determining device 2 can refer to the aforementioned step S102, which is not described herein again.

Further, the control device further includes third determining means 3: the grade corresponding to each land parcel is determined based on the economic evaluation of the land of each land parcel unit, and the policy application of the enterprise corresponding to each land parcel is determined based on different grades, and the operation principle of the third determining device 3 may refer to the aforementioned step S103, which is not described herein again.

Further, the first determining means 1 comprises first processing means 11: based on the territory planning and the land detail planning, a plurality of plots are divided, and the number of enterprises on the plots, the land area occupied by the enterprise operation or the building area are determined, and the working principle of the first processing device 11 may refer to the step S1011, which is not described herein again.

Further, the first determination device 1 further includes a fourth determination device 12: determining basic information of one or more enterprises in each land, and the working principle of the fourth determining device 12 may refer to the foregoing step S1012, which is not described herein again.

Further, the second determining means 2 includes fifth determining means 21: the investment intensity index of each land unit is determined based on the hydroelectric power consumption, the fixed asset investment and the research and development cost, and the operation principle of the fifth determining device 21 may refer to the foregoing step S1021, which is not described herein again.

Further, the second determining device 2 further includes an eighth determining device 24: the technical density index of the land of each block unit is determined based on intellectual property, research and development cost, the number of research and development personnel, and the number of social security personnel, and the operation principle of the eighth determining device 24 may refer to the step S1024, which is not described herein again.

Further, the second determination device 2 further includes a ninth determination device 25: the operation principle of the ninth determining device 25 may refer to the step S1025, and will not be described herein again, based on the industry type, the equity index and the importance degree of the enterprise in the industry chain node, the enterprise property, and the enterprise qualification tag.
