and the purchase management unit is used for the design unit end to obtain purchase information according to the material codes in the project material inventory and by contrasting the purchase catalog.

the reserve plan determining unit is used for checking the material reserve amount in the reserve resource pool and adjusting the purchasing information in the reserve plan request based on the reserve plan request by the material supply unit so as to determine the monthly reserve plan;

and the technical examination unit is used for examining the technical compliance of the monthly reservation plan at the material supply unit end according to the technical standard rules prestored in the power grid material examination system, and sending the monthly reservation plan to the declaration module when the examination is passed, otherwise, feeding back monthly reservation plan modification information to the material supply unit end.

Background

The project declaration approval period relates to a plurality of units, including a design unit, a project unit and a material unit. And, project declaration relates to different levels of project declaration, as well as different levels of approval. The requirements of project declaration in different levels are different, and the reserve amount of reserve resource pools in different levels of material units is also different. How to cooperate the information of each unit and the material information of each level material unit during the project declaration approval period, and to efficiently and normatively complete all the processes of project submission, project design, storage management and project examination, there is a need to develop a platform facing each unit end to realize on-line management.

The invention patent application CN201810918993.9 discloses an intelligent declaration platform for electric power material plan, and specifically discloses that the platform includes a processor, an input device, an output device, and a memory, where the processor, the input device, the output device, and the memory are connected to each other, the memory is used for storing a computer program, the computer program includes program instructions, and the processor is configured to call the program instructions and execute the following steps: collecting project declaration information of the declared power project, and establishing a material prediction model according to the project declaration information; collecting material requirements of a demand department before the construction of an electric power project framework is completed, estimating material information required by the electric power project by using the material prediction model, and verifying the material requirements and the material information estimated by the material prediction model; and generating a demand plan according to the material demand and a verification result of the material information estimated by the material prediction model, and receiving a result of rechecking the demand plan by an auditing department. The platform is mainly used for establishing material forecast according to project declaration information, does not relate to the content that a project unit initiates a project entrusting request to a design unit to establish project material inventory and purchasing information according to the project entrusting request, and does not relate to how to perform multi-aspect intelligent examination on line. Although the invention relates to material forecast, the invention only simply evaluates the material demand information and does not relate to deposit plan examination, multi-level material deposit plan examination and the content of different types of examination aiming at different purchasing modes. Therefore, the platform is still not intelligent enough and can comprehensively solve the defects in the prior art.

Disclosure of Invention

Aiming at the problems in the prior art, the invention provides a material supply chain management platform, which can realize the information intercommunication of design units, project units and material units, improve the accuracy of reporting information, optimize the material supply chain management and improve the integrated process efficiency of project reporting, project design, reserve management and project review.

At present, material management is commonly completed by an ERP (enterprise resource planning) and ECP (electronic commerce platform) information system. However, no design unit participates in the ERP and ECP information systems, project information between the ECP and the ERP cannot be automatically transferred, data transfer is mainly carried out by means of manual entry, and technical specifications are often problematic due to inconsistency of data between the ECP and the ERP. In addition, the ERP and ECP are performed on line when the functions of the plan auditing part are insufficient, and the material plan auditing of the prefecture and county companies is performed on line, so that the data may be wrong or omitted due to the online and offline interaction.

Therefore, the invention constructs a material supply chain management platform, realizes the information intercommunication of a design unit, a project unit and a material department, can summarize information of all parties, realizes the information sharing of the whole material reporting process, and creates an engineering material inventory and a technical specification which meet project requirements. The invention also solves the problems of asymmetrical information of all levels of systems and complicated manual statistics by forming a reserve plan reasonably matched with the reserve resource pool in the declaration process. In addition, the invention can carry out high-efficiency and compliance examination on the project which is centrally declared on line under the condition of meeting the national network management and control standard, improve the examination efficiency of the power grid material, and feed back the examination result to the design unit and the project unit in time so as to carry out declaration and correction.

a material supply chain management platform is used by facing three ends of a design unit, a project unit and a material unit, realizes three-end information cooperative processing, and avoids the problems of asymmetric three-end information, low manual information input efficiency and low accuracy and reliability; the project material inventory checked by project units and material units can be efficiently obtained under the condition of meeting the national network management and control standard; the purchasing demands of all levels can be reasonably planned and examined, the purchasing demands are balanced by using a balance interest bank in the examination process, the material storage and purchasing demands are optimized, and the material storage management efficiency is improved; and an examination rule base prestored in the platform is used for carrying out on-line standardized examination purchasing plan, the material supply chain management is optimized, and the project reporting, project design, storage management and project examination integrated process efficiency is improved.

The following are specific embodiments of the present invention and are further described with reference to the drawings, but the present invention is not limited to these embodiments.

The material supply chain management platform is realized on a power grid cloud by adopting a distributed service architecture, and adopts a third-party open source framework dubbo mature in the industry. The distributed service architecture comprises a distributed service layer and a data layer. The distributed service layer is divided into micro applications and micro services. The micro application deals with the external access of the system, and is a stateful service, and the micro service is a stateless service, for example, a public service center can provide service for plan service, can also provide service for WEB micro application, and even can open an interface for system call of departments of operation inspection, finance, strategy issuing and the like. The micro application and the micro service call are called by a high-performance RPC protocol, and the external third-party interface is communicated by a restful or webservice mode (see figure 2).

Referring to fig. 1, a material supply chain management platform of the present invention includes an engineering project management module, a project inventory management module, a reserve plan management module, a declaration module, an examination rule base, and an intelligent examination module. Each module is used for different unit terminals to execute various works in the project declaration period. And at the initial stage of demand reporting, the engineering project management module is used for creating a project entrusting request by the project unit end and distributing the project entrusting request to the design unit end. And the project inventory management module is used for the design unit side to create project material inventory and purchase information based on the project commission request and send the project material inventory and the purchase information to the project unit side. And after the project unit end commits the design unit end to complete the project design work, the project material reporting work is carried out. And the material engineering project management module is also used for forming a storage plan request by the project unit end based on the engineering material inventory and the purchasing information and sending the storage plan request to the material unit end. And the reserve plan management module is used for determining a monthly reserve plan by the material supply unit terminal based on the reserve plan request. And the declaration module is used for determining a material purchasing plan by the material unit based on the monthly storage plan and the purchasing mode. After the material reporting work is finished based on project requirements, the intelligent examination module is used for a material unit end to call an examination rule base stored in a platform and to examine information standardization, material compliance, matched declaration, quantity and price of a material purchasing plan; and if the examination is passed, sending a material purchasing plan to the project unit end and executing the purchasing plan, otherwise, sending material purchasing plan modification information to the material unit end.

The related information of the design unit information base can be maintained and updated by the design unit end, the information accuracy is ensured in real time, and the corresponding relation between the working personnel and the design unit is ensured, so that the design unit with proper responsibility can be matched when a project is entrusted, and all tasks are distributed to the working personnel with corresponding responsibility. And the project allocation management unit is used for inquiring the design unit information base based on the project entrusting request, acquiring the design unit with the assignment responsibility of the design unit, and sending the project entrusting request to the design unit end. When a plurality of design units exist, bid inviting selection can be carried out, or manual screening can be carried out, or a priority list is configured in the system, for example, the list is sorted according to the number of the finished state level/provincial level/urban level projects of the design units, priority ranking is formed, and the design units with the highest priority are directly distributed to carry items.

Specifically, the project inventory management module comprises a standard design inventory library, a purchase catalogue library, an engineering material inventory management unit and a purchase management unit. And the standard design inventory library is used for storing standard design inventory used for different project types and voltage grades. The purchasing category comprises equipment, materials, services, ownership, electric energy meter special items and the like. For example, a purchasing mode corresponding to the material code is obtained by referring to the purchasing catalog, and the technical specification ID in the purchasing mode is generated according to the difference of the purchasing modes. The technical specification IDs under different purchasing modes can be stored in the platform in advance or obtained by synchronizing the original ERP and ECP systems.

The project management module also comprises a reserve management unit which is used for forming a reserve plan request corresponding to the project by the project unit end according to the project material inventory and the purchase information and sending the reserve plan request to the material unit end. The reserve plan request comprises an engineering project name, an engineering material inventory and purchasing information.

Specifically, the reserve plan management module comprises a reserve plan determination unit and a technical examination unit. And the reserve plan determining unit is used for checking the material reserve amount in the reserve resource pool and adjusting the purchasing information in the reserve plan request so as to determine the monthly reserve plan based on the reserve plan request. The monthly reservation plan comprises project names and purchasing information. The engineering project names are 220kv design projects of a certain road section in Zhejiang province, and are 110kv design projects of a certain road section in Huzhou city. After the material reserve amount in the resource pool is checked, the monthly reserve plan can be reasonably determined, and excessive material purchasing is avoided. The technical examination unit is used for examining the technical compliance of the monthly reservation plan at the material supply unit end according to the technical standard rules prestored in the power grid material examination system, and sending the monthly reservation plan to the declaration module when the examination is passed, otherwise, feeding back monthly reservation plan modification information to the material supply unit end. For example, for the requirement of the subclass of capacitor bank series reactor', the material description contains hollow, the number of the hollow is 3 times of the required number of the subclass of frame-type capacitor bank or integrated capacitor bank under the same engineering, the material description contains iron cores, and the number of the hollow is consistent with the required number of the subclass of frame-type capacitor bank or integrated capacitor bank under the same engineering. For another example, the subclass is "grounding transformer", the material description includes "10 KV", the requirement corresponds to the requirement of the subclass of the engineering name including "arc suppression coil", and the two requirements should be the same solidification ID. Also for example, the subclass is "capacitor bank series reactors", which cannot be purchased separately. The requirements under the engineering name should include a subclass of "collective capacitor bank (without reactor)" or "frame capacitor (without reactor)", and the two requirements should be the same curing ID. Such as the above example, the technical specification rules are set according to the national standard, and the technical specification rules are set according to different national standards according to the design project specification and grade.

The reserve plan management module also comprises a batch management unit and a comprehensive examination unit. And the batch management unit is used for storing a purchase batch list. The reserve plan management module further comprises a review unit and an expert review unit. And checking the national network reference price list in the checking process, checking whether the national network reference price list accords with the current annual budget/current month/current season budget, forming specific purchasing data after the checking is passed, and sending the specific purchasing data to a third-party supplier for purchasing. And the bid inviting purchase examination unit is used for examining the purchase information of the monthly reservation plan, examining and examining the purchase information passing the bid inviting purchase standard, generating purchase data and finally forming the material purchase plan. Also for example, the subclass is "enclosed bus bar bridge" and the middle class is "switchgear (cabinet) accessory" and cannot be purchased separately. The quantity rule mainly means that the quantity of the materials is required to meet the requirement of a metering unit. For example, for the unit of measurement of table, sleeve, piece, payment, etc., it is declared that the number of digits after decimal point can not appear (the subclass is "aluminum tape": the number is integer; the subclass is "grounding cable": the unit is "meter", the number in the unit of "meter" is <1 to indicate error, the number in the unit of "kilometer" is >50 to indicate error). The price rule mainly refers to a material purchase price upper limit rule. For example, the medium class is a single requirement of 'insulator', and the total price cannot exceed 700 ten thousand. As another example, the small class is a single demand for "SDH devices", and the total price cannot exceed 1000 ten thousand.

Specifically, the intelligent examination module comprises an information specification examination unit, a material compliance examination unit, a matched declaration examination unit, a quantity examination unit, a price examination unit and an examination management unit. The information standardization examination unit is used for the material supply unit end, calling the information standardization rule and carrying out information standardization examination on the material purchasing plan. And the material compliance examination unit is used for the material supply unit end, calling the material compliance rules and carrying out information standardization examination on the large, medium and small materials in the material purchasing plan. And the matched declaration and examination unit is used for the material supply unit end, calling matched declaration rules and carrying out matched declaration and examination on the materials needing matched purchase in the material purchase plan. And the quantity examination unit is used for the material supply unit end, calling quantity rules and carrying out quantity examination on the purchase quantity of the purchase information in the material purchase plan. And the price examination unit is used for providing a material unit end, adjusting price rules, and carrying out price examination on the purchase price of the purchase information in the material purchase plan and the total purchase amount determined based on the purchase price and the purchase quantity.

And the examination management unit is used for sending the material purchasing plan to the project unit end and executing the purchasing plan after passing through the information specification examination unit, the material compliance examination unit, the matched declaration examination unit, the quantity examination unit and the price examination unit, or sending material purchasing plan modification information to the material unit end. The material purchasing plan modification information is determined according to the examination result of the information standard examination unit, the material compliance examination unit, the matching declaration examination unit, the quantity examination unit and the price examination unit. The examination result generally feeds back which information does not pass according to the rule, for example, the price needs to be changed again if the price of the material exceeds the upper price limit. For another example, if the number of the material is a small number, the number of the material needs to be changed again.

The material supply chain management platform also comprises a data statistics analysis module which is used for counting and analyzing the modification information which is not passed by examination and creating a plan declaration error case library. The method realizes that the error cases appearing in each examination are collected by constructing a plan declaration error case library to form an error case analysis library, the error case analysis library is regularly displayed on a homepage, and design units are declared and trained to be used as memorandums for the examination of requirements.
