and the expert review module is used for the expert end to call review rules in the rule review library, and to review the information integrity, the purchasing information standardization and the technical compliance of the monthly reservation plan, if the review is passed, the expert review module sends the project declaration success information to the demand end, and if the review is not passed, the expert review module sends the project declaration failure information to the demand end.
2. The grid material auditing system of claim 1 where the reserve procurement module comprises:
the reserve resource checking unit is used for checking the material reserve amount in the reserve resource pool according to the received project material inventory of the project and determining the required quantity of the actual project;
and the plan determining unit is used for forming purchasing information containing the actual quantity of the engineering project requirements according to the checking result of the reserve resource checking unit, and correspondingly storing the purchasing information and the engineering project information of the related engineering project to form a monthly reserve plan.
3. The system for inspecting materials on a power grid according to claim 1, wherein the task allocation module comprises:
the system comprises a task obtaining unit, a task scheduling unit and a task scheduling unit, wherein the task obtaining unit is used for obtaining engineering project information in a monthly reservation plan and obtaining approval grades of corresponding engineering projects;
the expert inquiry unit is used for inquiring the expert end which accords with the examination and approval qualification of the engineering project in the expert library according to the examination and approval grades;
and the task allocation unit is used for sending an examination instruction to the expert end to examine and approve the monthly reservation plan of the corresponding engineering project.
4. The system of claim 1, wherein the expert review module comprises:
the business examination unit is used for the expert end to examine the information integrity and the purchasing information normalization of the monthly reservation plan according to the information integrity rule and the purchasing information normalization rule; after the business examination unit passes examination, triggering the technical examination unit to work;
and the technical examination unit is used for the expert end to examine the technical compliance of the monthly reservation plan according to the technical specification rules prestored in the power grid material examination system.

The power grid material examination system of claim 4, wherein the rule examination library further stores operation order rules; the expert examination module also comprises an operation ticket examination unit which is used for an expert end to examine whether the operation tickets conform to the operation ticket rules one by one; the operation ticket checking unit is triggered after the technical checking unit passes the checking.

The power grid material examination system of claim 5, wherein the rule examination library further stores price rules, and the expert examination module further comprises a price examination unit, which is used for an expert to examine the purchase price of the purchase information in the monthly reservation plan according to the price rules pre-stored in the power grid material examination system; the price examination unit is triggered after the operation ticket examination unit passes examination.
7. A power grid material auditing system according to claim 1, further comprising:
the batch management module is used for storing a purchase batch list; the purchasing batch list is correspondingly stored according to the year, the batch name, the purchasing mode, the purchasing category and the batch list; the batch inventory is stored with project material inventory and technical specifications of corresponding project projects;
and the final examination module is used for matching the monthly reservation plan examined by the expert examination module with a purchasing batch list in the batch management module according to the purchasing mode and the purchasing category in the purchasing information, if so, associating the monthly reservation plan with a corresponding batch, otherwise, adding a new batch in the purchasing batch list, and associating the monthly reservation plan with the new batch.
8. The grid material auditing system of claim 7, wherein the final review module comprises:
the batch matching unit is used for matching the monthly reservation plan reviewed by the expert review module with a purchase batch list in the batch management module according to the purchase mode and the purchase category in the purchase information, associating the batch obtained by matching with the monthly reservation plan and entering the demand merging unit; otherwise, adding a new batch in the purchase batch list, associating the monthly storage plan with the new batch, and entering a demand adding unit;
the demand merging unit is used for matching the newly matched monthly reservation plan in the project material inventory and the technical specification of the related projects stored in the batch according to the project information, matching to obtain the items of the same project information, and merging the demand quantity of the same materials in the purchase information;
and the demand adding unit is used for storing the monthly reservation plan in the batch inventory under the condition of adding the batch.

The power grid material examination system of claim 8, wherein the final examination module further comprises a review unit for triggering the expert examination module to review again when the batch matching unit is not matched to the batch for the first time, and the batch matching unit performs batch matching when the expert examination module passes review.
10. A power grid material auditing system according to claim 1, further comprising an audit log module for storing audit data relating to monthly reserve schedules that are audited by the base audit module and the expert audit module.
Background
The following problems exist in the process of planning and declaring the materials of the power grid: firstly, the material model selection stage in the early stage of the project lacks necessary guidance, designers are not familiar with the material purchasing standard requirements, the purchasing catalogue range formulated by the national network is easily exceeded, the material standardization management difficulty is high, and the planning accuracy and the material concentration degree are urgently required to be improved. The material management department lacks the multi-dimensional statistical analysis data basis of plan data and is difficult to accurately acquire the overall situation of the plan; in the planning and reporting stage, a design unit, a project unit and a material department lack cooperative interaction, no design unit participates in an ERP (enterprise resource planning) and ECP (electronic commerce platform) information system, project information between the ECP and the ERP cannot be automatically transferred, manual entry is mainly relied on, and the technical specification is often problematic due to inconsistent data of the ECP and the ECP. Further, the repetitive manual workload of the workers in the plan declaration stage is large and errors often occur; thirdly, in the plan examination stage, the functions of the ERP and the ECP are insufficient in the plan examination part, the material plan examination of the prefecture and county companies is carried out on line, and data errors or omissions can be caused due to the online and offline interaction. Not only lacks intelligent means to automatically inspect key points, but also relies heavily on manual inspection and empirical judgment.
The invention patent application CN201711246876.4 discloses a material plan examination method, and specifically discloses a method comprising the following steps: after the declaration of the material plan is ended, obtaining the material plan, wherein the material plan comprises material information, a protocol inventory plan and an annual demand plan; checking whether the material information is accurate or not according to a preset checking standard; acquiring material purchasing historical data and an investment plan; according to the material purchasing historical data and the investment plan, whether the agreed inventory plan is reasonable is checked; acquiring a preset fund scale and a preset material category in the comprehensive annual plan; according to the preset fund scale and the preset material category in the comprehensive annual plan, whether the annual demand plan meets the requirements or not is examined; and exporting an examination result after the material information, the agreement inventory plan and the annual demand plan are examined. The invention needs to examine the material information, the agreement inventory plan and the annual requirement plan, the examination standard is judged according to the preset parameter threshold, the judgment is simple, the related technical correlation examination of the material matching project is not carried out, the expert examination is not introduced, the final examination result is not accurate, the approval can not be carried out through the requirement project, and only the simple material requirement purchase plan can be completed.
Disclosure of Invention
Aiming at the problems in the prior art, the invention provides a power grid material examination system which can realize information intercommunication of design units, project units and material departments, carry out accurate monthly stock plan approval on declared projects, solve the problems of inconvenience, complexity, information lag and no cooperation of information examination caused by regions and multiple ends, avoid the problems of experience and individuation of manual examination and improve the examination efficiency of power grid materials.

The system is used by a design unit, a project unit and a material department, the design unit and the project unit report a project declaration request through a project declaration module, and the material department determines a monthly storage plan through a storage purchasing module according to the project declaration request and enters an expert end for material examination. The system can collect project declaration information of a design unit and a project unit, determine and review monthly storage plans on line, solve the problems of low efficiency, inexperience and the like of manual review of project material inventory and technical specification, feed review results back to the design unit and the project unit for timely feedback, give guidance to the design unit and the project unit, solve the problems of lack of guidance in aspects of declaration time, material selection and the like in a material purchasing plan declaration stage, and solve the problems of inaccurate, incomplete and inconsistent formation of the project material inventory and the technical specification in a planning and declaration stage.

The invention has the following beneficial effects:
a power grid material examination system realizes information cooperative processing and synchronization of three-terminal information of a design unit, a project unit and a material department on one system; the problems of asymmetric three-party information and low efficiency, accuracy and reliability of manual information input are solved; under the condition of meeting the national network management and control standard, an expert end is introduced to carry out efficient and compliant examination on the project which is reported on line in a centralized way, the examination efficiency of the power grid materials is improved, and the examination result is fed back to a design unit and a project unit in time so as to be convenient for reporting and correcting; and the stockings can be reasonably planned, and the request for reporting the approval project can be comprehensively planned.

Detailed Description
The following are specific embodiments of the present invention and are further described with reference to the drawings, but the present invention is not limited to these embodiments.
The invention relates to a power grid material reporting system which is realized based on a power grid cloud, wherein the power grid cloud adopts a distributed service architecture and comprises a distributed service layer and a data layer. The distributed service layer supports services of different service types and is divided into end processing services and non-end processing services. The end processing service deals with power grid out-of-cloud access, and different access modes correspond to different end processing services, such as a browser end accessing corresponding WEB end processing service and a desktop end accessing corresponding desktop end processing service. The end-processing service may invoke any non-end-processing service. The non-end processing services may invoke each other. The distributed service architecture is a distributed micro-service architecture and comprises a plurality of micro applications and micro services, project application instances are deployed on an ECS application server and integrated with a related business system through an interface, and data is integrated to an RDS database from an ODPS to realize data query and analysis (see figure 2).
The system constructs a service architecture for checking the materials of the power grid, and is realized based on the physical architecture shown in figure 2.
Referring to fig. 1, the power grid material examination system of the present invention includes a project declaration module, a reserve purchasing module, an expert database, a task allocation module, a rule examination database, and an expert examination module. The project declaration module is used for receiving a project declaration request sent by a demand end, wherein the project declaration request comprises a project material inventory and a technical specification corresponding to a project. The engineering material inventory comprises material codes, technical specification IDs and required quantity. And the design unit designs the project entrusted by the project unit to complete the project material inventory, and the project unit audits the project material inventory. After the examination is passed, the project declaration request is submitted by a project unit end for declaring the project or a design unit end for bearing the project as a demand end. And the storage purchasing module is used for determining a monthly storage plan according to the received project material inventory and technical specification of the project. The monthly reservation plan comprises engineering project information and purchasing information. The engineering project information comprises engineering project names, such as 220kv design projects of a certain road section in Zhejiang province, and 110kv design projects of a certain road section in Huzhou city. The purchasing information comprises purchasing price, purchasing mode, purchasing category, purchasing quantity, material information and technical specification ID. And the purchasing information is determined according to the project material inventory information. The purchasing mode comprises national network agreement inventory, network province agreement inventory, national network centralized tender purchasing, network province centralized tender purchasing, single source purchasing and authorized purchasing. The purchasing category comprises equipment, materials, services, ownership, electric energy meter special items and the like. The expert database is used for storing expert-side information with different project approval qualifications, and the expert-side information comprises personal academic information, job title information, communication contact information and project processing information. And the task allocation module is used for calling an expert library according to the engineering project information of the monthly reservation plan and allocating the monthly reservation plan to an expert end which accords with the approval qualification of the engineering project. And the task allocation module sends a task allocation instruction to the corresponding expert terminal and sends the task allocation instruction to the expert terminal through the communication contact information. The rule examination library is used for storing information integrity rules, purchasing information specification rules and technical specification rules. The information integrity rule mainly indicates whether the monthly reservation plan is complete or not and whether the project information and the purchase information are complete or not. The information integrity rule is set based on the information contained in the monthly reservation plan. The purchasing information standard rule is mainly determined according to a purchasing catalogue, and whether purchasing information is set according to the purchasing catalogue is determined. The technical specification rule is a technical rule set according to national standards, and the design meeting the regulations is required to be carried out on projects with different voltage levels. The expert review module is used for the expert end to call review rules in the rule review library, and to review the integrity, the standardization and the technical compliance of the information of the monthly reservation plan, if the review is passed, the expert review module sends successful information of project declaration to the demand end, and if the review is not passed, the expert review module sends failed information of project declaration to the demand end.
Specifically, the reserve purchasing module comprises a reserve resource checking unit and a plan determining unit. The reserve resource checking unit is used for checking the material reserve amount in the reserve resource pool according to the received project material inventory of the project and determining the actual required quantity of the project. And the plan determining unit is used for forming purchasing information containing the actual engineering project demand quantity according to the checking result of the reserve resource checking unit, and correspondingly storing the purchasing information and the engineering project information of the related engineering project to form a monthly reserve plan. After the material reserve amount in the resource pool is checked, the monthly reserve plan can be reasonably determined, and excessive material purchasing is avoided.
The expert database stores the information of the expert terminals, and the expert database stores all the expert terminals in a classified manner according to the examination direction according to the expert excellence field. The expert database stores business expert side information and technical expert side information. And the business expert end mainly carries out information integrity and purchasing information normative examination on the monthly reservation plan. The technical expert information is mainly used for carrying out technical compliance examination on the monthly reserve plan.
Specifically, the task allocation module comprises a task acquisition unit, an expert query unit and a task allocation unit. And the task acquisition unit is used for acquiring the project information in the monthly reservation plan and acquiring the approval level of the corresponding project. In one embodiment, the project projects of national level, provincial level, prefecture level and county level can be directly obtained by the project names. In another embodiment, the approval level of the engineering project may be obtained by comparing the name of the engineering project with the approval level table. The examination and approval grade table is a table pre-stored in the system, and the table stores examination and approval grade information corresponding to engineering projects of national level, provincial level, local level city and county level city. And the expert inquiry unit is used for inquiring the expert end which accords with the examination and approval qualification of the engineering project in the expert library according to the examination and approval grades. And determining whether the expert is a business expert or a technical expert to conduct targeted examination according to the information of the job in the expert end information, and determining the expert whose examination and approval meets the examination and approval qualification of the engineering project according to the project processing information in the expert end information, or determining the examination and approval qualification according to the title information in the expert end information. The project processing information can reflect the approval qualification of which grade project the expert has to approve, and the approval qualification is determined according to the project processing information processed historically. And the task allocation unit is used for sending an examination instruction to the expert end to examine and approve the monthly reservation plan of the corresponding engineering project. The examination instruction comprises an examination level, an examination scope and an examination right. The examination level is divided into a group leader level and a common level, and the group leader level and the common level respectively have corresponding examination authority, the group leader level has authority for distributing an expert examination range in a group, comprehensive examination and signature authority, and the common level has the examination authority and the signature authority in the examination range. The examination range is determined according to the examination field of an expert end, the examination range of business experts is limited to information integrity and purchasing information normative examination, and the examination range of technical experts is limited to technical compliance examination. The system sends the examination instruction to the corresponding expert according to the communication contact information of the expert, such as e-mail or mobile phone number. And after receiving the examination instruction at the terminal, the relevant experts confirm examination at the terminal and enter a system interface for examination. When the expert is busy in work, the expert feeds back information which does not receive the examination instruction to the system at the terminal, and the task distribution module re-executes the distribution task.
Specifically, the expert review module comprises a business review unit and a technical review unit. And the business examination unit is used for the expert end to examine the information integrity and the purchasing information normalization of the monthly reservation plan according to the information integrity rule and the purchasing information normalization rule. The information integrity rule includes whether the information in the monthly reservation plan is missing, if the "Null" exists, the business examination unit feeds back the abnormal examination information, and the information integrity rule also includes the condition that the information in the monthly reservation plan is filled in by mistake (determined according to the filling range standard). For example, if the purchasing information lacks national standard materials, the business examination unit feeds back the material normative abnormal information. For example, if the filling range of the project voltage class is 500 kV, 220kV, 110kV, 35 kV and the actually declared voltage class is 111 kV, the business examination unit feeds back information to fill the normative abnormality information. The purchasing information specification rules comprise rules whether the material subclass, the medium class and the large class are in the purchasing catalogue. The purchasing catalog is formed by the corresponding relation table of purchasing category and material classification, and is indexed by material code. And after the business examination unit passes the examination, triggering the technical examination unit to work. For another example, the technical review unit is used for an expert end to review the technical compliance of the monthly reservation plan according to the technical standard rules pre-stored in the power grid material review system. For example, for the requirement of the subclass of capacitor bank series reactor', the material description contains hollow, the number of the hollow is 3 times of the required number of the subclass of frame-type capacitor bank or integrated capacitor bank under the same engineering, the material description contains iron cores, and the number of the hollow is consistent with the required number of the subclass of frame-type capacitor bank or integrated capacitor bank under the same engineering. For another example, the subclass is "grounding transformer", the material description includes "10 KV", the requirement corresponds to the requirement of the subclass of the engineering name including "arc suppression coil", and the two requirements should be the same solidification ID. Also for example, the subclass is "capacitor bank series reactors", which cannot be purchased separately. The requirements under the engineering name should include a subclass of "collective capacitor bank (without reactor)" or "frame capacitor (without reactor)", and the two requirements should be the same curing ID. Such as the above example, the technical specification rules are set according to the national standard, and the technical specification rules are set according to different national standards according to the design project specification and grade.
The rule audit library also stores operation order rules. The expert examination module also comprises an operation ticket examination unit which is used for an expert end to examine whether the operation tickets conform to the operation ticket rules one by one. The operation ticket checking unit is triggered after the technical checking unit passes the checking. The operation ticket examination is also carried out by assigning corresponding technical experts by the task assignment module. When the operation ticket checking unit is executed, an expert is required to check the operation ticket rule one by one at the terminal. The operation order rule mainly refers to rules in the aspect of electrical operation, such as checking whether materials are in a certain agreement stock bill of materials, checking whether the materials belong to a preferred material library in a certain grade power grid standard library, and the like, checking whether reporting of national grid equipment batches is allowed, and checking whether the preferred materials can be selected according to the size on the premise that design conditions are met. Compared with the business examination unit and the technical examination unit, the operation ticket examination unit needs to be combined with experience knowledge of an expert. The first two units are more focused on self-service examination in the system, and automatic matching examination is carried out according to the existing rules.
The rule examination library also stores price rules, and the expert examination module also comprises a price examination unit which is used for an expert end to examine the purchase price of the purchase information in the monthly reservation plan according to the price rules prestored in the power grid material examination system. The price examination unit is triggered after the operation ticket examination unit passes examination. The expert information also includes project manager information for checking the purchase price (including unit price, quantity, total price) in the monthly reservation plan. The price rules store prices for each type of material (unit prices to meet national grid reference price tables), and allowed purchase quantities (e.g., which materials need to be purchased in pairs/packages). In addition, the project manager also needs to review the delivery time rules in the monthly reservation plan for configuring the delivery date of materials, for example, the earliest delivery date of the general equipment materials with automatic assignment according to the batch information, the latest delivery date of the tower (including the substation framework bracket), the latest delivery date of the ground wire, the main transformer, the earliest delivery date of the GIS, and the like.
The system also comprises a batch management module and a final examination module. The batch management module is used for storing a purchasing batch list. And the purchasing batch list is correspondingly stored according to the year, the batch name, the purchasing mode, the purchasing category and the batch list. The batch inventory stores project material inventory and technical specifications of corresponding project projects. And the final examination module is used for matching the monthly reservation plan examined by the expert examination module with a purchasing batch list in the batch management module according to the purchasing mode and the purchasing category in the purchasing information, if so, associating the monthly reservation plan with a corresponding batch, otherwise, adding a new batch in the purchasing batch list, and associating the monthly reservation plan with the new batch. After passing the expert review, the system of the present invention generates the batch requirements and performs the final review (see in particular the review flow shown in fig. 3). The batch requirement generation is to generate a procurement batch so that the next procurement execution can be performed.
Specifically, the final-review module includes a batch matching unit and a requirement merging unit. And the batch matching unit is used for matching the monthly reservation plan reviewed by the expert review module with a purchase batch list in the batch management module according to the purchase mode and the purchase category in the purchase information, associating the batch obtained by matching with the monthly reservation plan, and entering the demand merging unit. Otherwise, adding a new batch in the purchase batch list, associating the monthly reservation plan with the new batch, and entering a demand adding unit. The batch can be a national network centralized tender purchasing batch, a provincial company centralized tender batch, a local company tender batch and the like. And the demand merging unit is used for matching the newly matched monthly storage plan in the project material inventory and the technical specification of the related projects stored in the batch according to the project information, matching to obtain the items of the same project information, and merging the demand quantity of the same materials in the purchase information. And the demand adding unit is used for storing the monthly reservation plan in the batch inventory under the condition of adding the batch. And (4) listing the purchasing requirements required by different projects into each batch for uniform purchasing. For those lots for which no match is found, a new lot is established for purchase. Because the material purchasing plan is many and the material purchasing content is many, if all purchase is carried out according to the project unit, the problems of complex examination and approval, low efficiency, inconvenient purchasing and the like exist, and once purchasing is carried out according to the batch, unified examination and approval and purchasing can be realized. Wherein, the purchase date is determined according to each batch, and the plurality of project units can report the purchase data (such as monthly reservation plan passing examination) in the specified batch reporting time, and can unify the planned purchase.
The final examination module also comprises a rechecking unit which is used for triggering the expert examination module to carry out the recheck when the batch matching unit does not match the batch for the first time, and when the expert examination module passes the rechecking, the batch matching unit carries out the batch matching. The review unit needs to count the number of times that the batch matching unit does not match the batch, if the monthly reservation plan declared by the project is not matched with the corresponding batch and is the first time, the monthly reservation plan needs to be returned to the expert review module (the expert needs to be redistributed for review during the review of the module) to perform the above review content on the monthly reservation plan, that is, whether the monthly reservation plan has a review error problem is reviewed, if not, the batch demand generation and the final review are sequentially performed after the monthly reservation plan is reviewed by the expert review module. For a monthly reservation plan that again does not match a lot, the plan is deemed to require the addition of a new lot to make the purchase.
The system of the present invention further includes an audit log module for storing audit data related to the monthly reservation plan that is audited by the basic audit module and the expert audit module. The examination log module can assist subsequent examination and examination processes, such as examination of unqualified content of a monthly reservation plan, and is convenient for a design end and a project end to inquire information and an expert end to inquire the reason of the unqualified examination in the previous time.
